If you are interested please get in touch with us and we can take all the details and start the process.  If successful,  we would purchase the land  - subject to planning -  and then then use our Architects to submit planning at our cost.  We would pay all application fees so there would be no cost to you and if we get planning , we would purchase the land.   If you would prefer to try to get planning yourself we can guide you through the process and hope to get first refusal when you do come to sell.
